why does my gta san andreas dont respond whenever i put in a car mod?

The mods worked at first when i installed the plan for the first time. Im a vista user if that matters. Can anyone help that would unkind a lot. It works perfectly with out mods but as soon as i add one when the load movies comes up it loads have way and doesnt respond.
