Is it legal to use or have a wigwag headlight flasher in a civilian (non-police, non-fire, etc.) vehicle?

In the U.S.
I've seen them on construction vehicles.
Not interdicted to have them.
Is illegal to use them.
Construction vehicles on the side of the road are stopped and are authorized to use notice flashers in most states.
In my state they can only use yellow flashers.
